WASHINGTON, 25 juni (Reuters) - De staat Californië heeft donderdag een voorlopige voorziening gevraagd om te verhinderen dat de U.S. Environmental Protection Agency baanbrekende staatsregels voor voertuigemissies aan het Congres voorlegt met het oog op mogelijke intrekking.
De EPA van de regering-Trump zei eerder deze maand dat ontheffingen onder de Clean Air Act voor Californische milieuregels die onder eerdere Democratische regeringen zijn goedgekeurd, aan de wetgevers hadden moeten worden voorgelegd onder de Congressional Review Act. Californië vroeg om een voorlopige voorziening die de EPA-actie zou blokkeren nadat het eerder deze week een rechtszaak had aangespannen bij de federale rechtbank in Washington.
De stap bedreigt Californië's programma voor voertuigemissies, dat door een dozijn andere staten is overgenomen en autofabrikanten heeft gedwongen de uitstoot aan de uitlaatgassen fors te verminderen.
Califirnië merkte op dat het in de afgelopen 60 jaar ongeveer 75 ontheffingen voor emissieregels heeft ontvangen en parallelle regelgevingsprogramma's met de federale overheid heeft onderhouden om de uitstoot van voertuigen en hun motoren te beheersen.
"De eerste regering-Trump probeerde een gat te slaan in deze tweesporenstructuur," aldus de staat. "De tweede regering-Trump wil haar helemaal neerhalen."
De EPA zei in een verklaring dat zij "niet bang is voor congrescontrole, en het is veelzeggend dat Californië daar anders over denkt."
De regering van de Republikeinse president Donald Trump heeft een meerledig offensief ingezet om Californië het vermogen te ontzeggen om schonere voertuigen en meer elektrische voertuigen te eisen. De EPA heeft ook regels ingevoerd die het voor autofabrikanten gemakkelijker maken om meer benzine-aangedreven auto's en trucks te verkopen, terwijl het duurder wordt om elektrische auto's te kopen.
De vier ontheffingen die ter beoordeling naar het Congres zijn gestuurd, gaven Californië in 2009 de bevoegdheid om eigen emissienormen voor auto's en trucks vast te stellen, evenals voor gazon- en tuinapparatuur. De regels hebben bedrijven ertoe aangezet om schonere elektrische modellen te produceren om de uitstoot te verminderen.
